Click-to-WhatsApp ads (also called Conversational Ads or Click-to-Message Ads) are an effective way to engage customers directly through conversations, allowing businesses to connect with users in real-time. They turn Meta ad traffic into owned, high-converting WhatsApp conversations that nurture, engage, and convert prospects throughout their entire customer journey.

Acquire new customers at lower costs and boost subscriber engagement rates
Generate revenue through AI Product Finder recommendations.
Convert high-quality leads more efficiently with automated, personalised WhatsApp conversations.
Natively integrate Meta Ads Manager with charles to sync Click-to-WhatsApp campaigns, build high-performing lookalike audiences from your WhatsApp subscribers, and track full-funnel performance.
Before starting with the set-up, please make sure to connect your WhatsApp number to your Facebook page (find more info here).
💶 Meta Pricing: Free Entry Point Window
Following the latest Meta pricing update, the 72-hour free entry point window is unchanged for message delivery.
Messages sent within the 72-hour free entry point window triggered by Click-to-WhatsApp Ads or Facebook call-to-action buttons remain free for message delivery.
This makes Click-to-WhatsApp Ads a particularly cost-efficient acquisition channel: every conversation started via your ad opens a 72-hour window in which you can engage the user without message delivery costs.
Choose Your Level of Engagement
Before building your campaign, decide what you want your Conversational Ad to achieve. There are three typical levels, each with increasing impact:
Level | Incentive | Impact |
Level 1 – Discount | e.g. "10% on all products message us to get your code" | Temporary audience growth |
Level 2 – Raffle | e.g. "Win our summer collection on WhatsApp" | Brand engagement |
Level 3 – AI Product Finder | e.g. "Find your perfect outfit match via WhatsApp" | High-quality leads & recurring revenue |
💡 Tip: Discounts grow your audience quickly but temporarily. Raffles create brand engagement. The AI Product Finder delivers the highest-quality leads and recurring revenue.

2. Choose Your Ad Objective
While Click-to-WhatsApp ads are most commonly set up under the Traffic objective, other ad formats such as Engagement or Leads have also shown positive results.
💡 Test different campaign objectives since each ad works differently (Engagement, Traffic, Lead). Define your ad as an Engagement or Sales Ad depending on your goal.

3. Set the Performance Goal
Once you've chosen the ad objective, define your goal in the Meta Ad Manager. From the dropdown list in the setup process, select Maximize Conversations or Maximize number of clicks.
‼️ Maximize Conversations is tailored specifically to boost interactions through messaging apps like WhatsApp.
‼️ While the Maximise number of conversations goal is available to select in some EEA countries i.e. UK, France, the reporting of the actual conversation events is limited by regional privacy laws in the UK and EEA.
There is a difference between the feature being available to set as a goal and the system's ability to track and report every single event. Because of these privacy restrictions, many conversation starts are not reported back to Ads Manager. This may create discrepancies in you Meta Ads Manager.
Since the optimization algorithm relies on this reporting to find the best audience, the limited data available in these countries may make the campaign less efficient. By switching to trackable goals like Link clicks or using the Leads objective may turn out to be the most effective way to improve performance in some regions.
4. Ad Creative Design: 3 to 10 Variations
To optimize your campaign performance, create 3 to 10 different setups of the ad using different creatives, calls to action (CTAs), and ad text.
Visual: Preview the WhatsApp Experience
‼️ Creatives that indicate that the user will land in WhatsApp have better conversion between the click and the conversation start. We recommend e.g. including a preview of the WhatsApp Chat or any other images related to WhatsApp.
We recommend:
Including a preview of the WhatsApp chat in the creative (e.g. a mockup of the conversation)
Using WhatsApp branding elements (logo, chat bubbles) so the destination is clear
Examples: BMW's virtual assistant preview, Jack Wolfskin's discount-code chat preview, HEMA's WhatsApp folder announcement
Hook: Lead With the Use Case
Follow the same narrative as the use case you're promoting. Lead with the hook to prompt users to click, e.g.:
"Meet Rose Amber, your new WhatsApp virtual beauty advisor" (AI advisor use case)
"Book a test drive on WhatsApp" (appointment use case)
"Test our new WhatsApp Product Finder" (product finder use case)
Conversational ads work across promoted posts, story ads, and search ads on Facebook and Instagram.
CTA: Manage Expectations
Define a call-to-action that manages the expectation of landing in a chat, e.g.:
'Chat Now'
'Chat on WhatsApp'
'Send a Message'
5. Designing the CTA: Pre-filled Messages or FAQs
When designing the ad's CTA, you have two primary options:
a) Pre-filled Messages:
These allow users to start a conversation with a pre-filled message in WhatsApp. You can customize the message based on your product offering or service, making sure it aligns with the customer journeys in your charles universe. Some ideas for pre-filled messages:
"I would like to be a product tester"
"Show me more"
"Sign me up for Black Friday Deals"
b) FAQ Function:
This option allows users to select from up to five pre-filled questions in WhatsApp, giving them an easier way to interact. Examples of pre-filled questions include:
"What are your product's main features?"
"How can I place an order?"
"What is your refund policy?"
"Do you offer discounts?"
"How do I track my delivery?"
These questions should mirror the primary triggers of your charles Journeys, ensuring a smooth transition into the conversation.
After providing answers to your new leads, make sure to add an opt-in check, so that you can:
Track whether it is a new or existing contact
Convert new contacts to WhatsApp sign-ups.
6. Test Different Chat-in Messages and Setups
It's important to test different configurations to find what resonates most with your target audience. Some ad sets may perform better with pre-filled messages, while others might drive more engagement using FAQs. Try variations such as:
One version with pre-filled messages targeted towards product inquiries
Another version using FAQs to provide instant answers to common questions
Different campaign objectives (Engagement, Traffic, Lead)
This A/B testing process will help you identify which setup performs best.
✅ Quick checklist before publishing:
[ ] Preview of the conversational experience in the creative
[ ] Clear & engaging hook
[ ] A/B test of different set-ups
[ ] WhatsApp lookalike audience in place
7. Click-to-WhatsApp Ads Best Practices
7.1 Budget: Start Small
We recommend starting with a small budget of approximately €50 daily. This allows you to gather data and analyze performance before scaling up. Always monitor the campaign closely to ensure the budget is being used efficiently.
💡 Roll out campaigns slowly to help the algorithm find users likely to engage in chat. Treat it like website traffic with bounce risk.
7.2 Allow the Algorithm Time to Optimize
The Meta algorithm typically takes about 10–14 days to start showing noticeable results. During this period, refrain from making any major changes to the ad, as the algorithm needs time to learn and optimize your campaign.
7.3 Monitoring Performance & Republishing
After some days, the algorithm tends to deprioritize your ad. To maintain performance, check the tendencies of your ad on a regular basis so you can react fast to a downward trend:
Take the ad offline after this period
Republish it to refresh the algorithm's focus and continue driving conversations
By republishing or creating new variations of the ad, you can prevent ad fatigue and maintain engagement levels.

8. Optimisation Tips
To get the most out of your Click-to-WhatsApp campaigns:
Roll out campaigns slowly to help the algorithm find users likely to engage in chat. treat it like website traffic with bounce risk
Optimise the first message to drive interaction, conversations only start when users actively reply, not just after a click
Define micro-conversions in chat (e.g. button clicks, lead data) and push them back to Ads Manager
Leverage CAPI and audience data to feed conversion signals back into Meta and continuously improve targeting
Keep creative diversity high and add messaging visuals to your creative mix
